US cedes full control of Bagram prison to Afghanistan

Afghanistan has taken over full control of Bagram military prison from the United States, drawing a line under one of the most contentious issues between the two countries.
The US was supposed to fully hand over the facility last September after signing an agreement to do so a year ago. But the transfer was held up pending a final deal between the US and the Afghans over the release of dangerous prisoners.
Bagram, now known as Parwan Detention Facility, currently holds several hundred Afghan prisoners, and about 50 foreigners, who will not be released and will remain in US custody.
US forces in Afghanistan opened the facility north of the capital, Kabul, in 2002. Bagram was controversial from the start and has often been referred to as the Guantanamo of Afghanistan - its purpose being to hold especially dangerous prisoners and later transfer them to the US base on Cuba.
As many as 3,000 prisoners were held at Bagram without trial. Rights group Amnesty International has already expressed concern about the handover.

In early March, it criticized the practice of alleged torture and inhumane jail conditions in Afghan prisons and called on the Kabul government to reform its prison system. The UN mission in Afghanistan (UNAMA) confirmed the Amnesty accusations in a report in early 2013.
Afghan sovereignty
The government in Kabul rejected the accusations and ordered its own investigation, which, in the end, confirmed the accusations. Even so, Kabul insisted on the return of Bagram, with the Karzai government arguing the case for Afghan sovereignty. Furthermore, the government said it was unacceptable that prisoners were being held without trail.
"If the US recognizes Afghanistan's sovereignty, then it does not have the right to hold Afghans in its prisons," said Afghan defense expert, Atiqullah Amarkhel, adding that it was not clear whether inmates were guilty or not guilty.
Kabul has used the Bagram issue as a precondition for signing an accord allowing a long-term presence of US forces in Afghanistan beyond the official 2014 pullout date.
A year ago, the two sides signed a memorandum of understanding and began a transfer of prisoners, but US troops continued taking Afghan prisoners, and the transfer was stopped. Then, on March 9 of this year, an announcement was made that a transfer ceremony would take place.

"God willing, it will happen quickly, because we have no more patience. As soon as it is taken care of, we will release the innocent from this prison, regardless of how much criticism comes from outside. We know there are innocent people there.  But those who are guilty, who murdered and bombed, will get their rightful punishment," said Afghan President Hamid Karzai.
US misgivings
The US had initially called off a ceremony to mark the handover at short notice, fearing that dangerous terrorists could end up being set free. But concerns were ultimately laid to rest because "the enemies of the US are also our enemies. They are fighting against Afghans, not just against the US," said defense expert Amarkhel.
The handover "highlights an increasingly confident, capable and sovereign Afghanistan," said General Joseph Dunford, the commander of the international coalition in Afghanistan, in a statement.

Music in the midst of violence and madness

Pakistan makes headlines for religious extremism, Islamist militancy and suicide bombings. But is this the real face of Pakistan? The country's artists, musicians and writers say there is a different side to the country.
Targeted killings, suicide bombings, mayhem and carnage; Pakistan, particularly its southern port city of Karachi, presents a ghastly picture these days. Many say that there is a civil war going on. Some think outlawed militant Islamist organizations are creating panic and chaos in the country so that parliamentary elections - which are due in a couple of months - cannot be held on time. A peaceful transition of power from one elected civilian government to another will weaken the Islamists and consolidate democracy in Pakistan, political analysts say.
On Wednesday, March 13, terrorists in Karachi shot dead senior development and social worker, Ms. Parveen Rehman.
Religious extremism and intolerance are on the rise in the Islamic Republic. Last week, a mob of Islamic fanatics torched more than 100 Christian-owned houses in the central Pakistani city of Lahore over blasphemy allegations.
But in the midst of this violence and madness, some Pakistanis are creating poetry, making music and defying norms. They are worried about the current situation of their country but have not lost hope. They say the best way to take Pakistan out of the mess it is in is to provide a counter-narrative, to give the people an alternative. That, in their view, can be done by promoting culture, arts, and so-called "soft Islam."

"If the Islamists have guns, I have guitar," Ahmed Meer, a 29-year-old musician, told DW. "Yes, we feel threatened by fanatics but we will continue to play, we will continue to make music and entertain people. Pakistan needs cultural promotion more than ever. Islam is not against music and arts."
'Soft Islam'
But many Pakistanis who subscribe to the more radical Wahhabi version of Islam will probably not agree with Meer. Most militant Islamist groups in Pakistan, including the Taliban, belong to the Wahhabi sect. Wahhabism is a small sect of Sunni Islam. They believe in "puritan Islam" and consider music and arts, as well as pilgrimages to the shrines of Islamic Sufis to be un-Islamic and contrary to the teachings of the prophet of Islam, Muhammad.
On the contrary, followers of the Shiite and Barelvi sects of Islam believe in a wide cultural interpretation of Islam and seek inspiration from the Persian and Arabic saints, who played a role in spreading Islam throughout the Indian subcontinent. These Muslims saints are equally loved by Hindus, Sikhs, Christians and Jews in South Asia.
Attiya Dawood, a writer and peace activist, told DW that the love for saints ran deep in hundreds of thousands of people in Pakistan and that a big number of Pakistanis went to the shrines and listened to qawwali, another word for Sufi music.

"The Taliban want to create fear among the people by attacking their sacred places so that they can restrict their social mobility and freedom," she said.
Undaunted
Karachi-based Pakistani actor and dancer Suhaee Abro said that despite these threats, Pakistani artists were not intimidated. "My dance teacher Sheema Kirmani has been threatened many times [for organizing dance shows]. Mullahs have threatened to target a music school in Karachi where I used to teach. But we are still working. In fact, more and more people are taking up performing arts," Abro told DW.
Pakistani artists, however, lament that there are not many places for them to hang out. A big city like Karachi with a population of over 18 million people has hardly three or four places where poets, musicians and painters can perform.
"More places are opening up now. Theater has become quite popular in Karachi. Urdu and English plays are being held on a regular basis, and the auditoriums are packed with theater lovers. It means that Pakistanis want such activities so badly that they don't care about the political situation," Hasan Farabi of the popular Raeth band, told DW.
Nineteen-year-old painter Talha Kehar says he uses his brush to comment on what is happening around him. "Artists are sensitive people, and it is disturbing for all of us. Our society has become intolerant, particularly towards those who dare to challenge the norms. It is indeed bothersome," Kehar told DW.

"It is both. Both viewpoints exist in Pakistan. But we are doing our job to counter extremism through music," Kehar answered.
Fatima Niazi, a student who also works for the Pakistani daily The News, was of the opinion that things were not as simple as many people liked to depict. She told DW that she felt "suffocated" as a young female journalist in a conservative society.
"There are too many restrictions on the way you talk, on what you wear, when you go around interviewing people," Niazi said.
Niazi, who also covers fashion events, believed international fashion shows alone are not enough to change the reality of Pakistan.
"One fashion week and then perhaps ten bomb blasts after that; I think things will remain the same," said Niazi.

Bangladesh gags award-wining blogger

The government of Bangladesh has taken the radical step of banning the blog of Asif Mohiuddin, a 2012 DW Bobs blog award winner. Mohiuddin was brutally attacked by unknown assailants in Dhaka last January.
The Bangladesh Telecommunication Regulatory Commission (BTRC) has asked community blog owners to ban a number of blogs which have been deemed "anti-state" and "anti-religious." Confirming the removal of Asif Mohiuddin's blog link, Syeda Gulshan Ferdous Jana, founder of Bangladesh's first Bangla language community blog site "Somewhere in Blog," told DW, "Last Thursday we received an official email from the BTRC. This is the first time in the over seven years of somewhereinblog.net that authorities have issued written instructions to discipline bloggers."
"The email named four bloggers, including Asif Mohiuddin's blog profile, and advised us to permanently remove all of these blogs immediately," said Jana.
Mohiuddin's brutal attack
Asif Mohiuddin's blog was one of the most read web pages in Bangladesh and is known for its strong criticism of religious fundamentalism and Bangladesh's "anti-people politics." The blogger was brutally attacked last January for spreading his ideas. He survived the attack with serious injuries and continues to receive threats from fundamentalists.
The title of Mohiuddin's blog alone was provocative - "God, Almighty only in name but impotent in reality" was the name he gave it. Islamists have organized a number of protests in the country in the past few weeks, in which they have called for the death of Asif Mohiuddin and other bloggers.

Instead of providing adequate security to Mohiuddin, many police are now harassing him and urging him "not to write blogs against religious fundamentalism." Mohiuddin considers this to be a violation of his fundamental constitutional right to freedom of speech.
"They are trying to clamp down on this and prevent the exercise of one's right to the freedom of expression," Mohiuddin told DW.
Bloggers denounce government order
Meanwhile, another community blog by the name of Amarblog has confirmed receiving an email from the BTRC with instructions similar to those sent to Somewhere in Blog. In a blog post, Amarblog denounced the BTRC order to provide authorities with the confidential "IP address, location, email address, cell phone number and real name" of the bloggers behind certain specified links.
"Amarblog is committed to protecting free speech in Bangla on the web. Amarblog was, is and will always sustain this commitment," said Director of Amarblog, Sushanta Das Gupta.
While obeying the order to remove the blog links, Somewhere in Blog chief Jana made a "very strong request" to the BTRC that people whose blogs contribute to healthy debate through their writing should be allowed to blog without fear of being criminalized.
"We wish to see this happen immediately," Jana told DW.
BTRC enforces 'abusive powers'
The legal base of such an order from BTRC has been questioned by bloggers. The telecommunication authority initially refrained from commenting on the legal framework, but eventually in a press release referred to the Bangladesh ICT Act of 2006 as well as to a recent panel formed by the Government to monitor comments on Islam and the Prophet Muhammad. The BTRC also threatened to impose fines and other punishments on the blog owners, if their orders were not followed.

Reporters without Borders (RSF) condemned the BTRC decision to ban blogs. Head of the Asia-Pacific Desk of RSF Benjamin Ismail told DW, "By principle, a ban of any website should be the result of a judiciary decision. In that regard, we believe the BTRC enforces abusive powers. Furthermore, if we look at the targeted website and its author, we can understand the political motives behind this ban.
"Asif Mohiuddin has not only been targeted by Islamist militants, but he is also subject to harassment by the authorities. The many threats he has received from extremists constitute a danger to the freedom of expression and information. The authorities should protect Asif," Ismail said.
2013 Shahbag protest
Bloggers have been in the limelight in Bangladesh since the 2013 Shahbag protests, a movement demanding maximum punishment for war criminals as well as the banning of an Islamist political party, Jamaat-e-Islami, for its involvement in war crimes during Bangladesh's 1971 war of independence. Millions of Bangladeshis were killed and hundreds of thousands raped during that war but the perpetrators of the crimes had gone unpunished until a tribunal was recently set up to put them on trial.
The Shahbag movement is being organized by bloggers and is supported by thousands of people in Bangladesh. The protests began on February 5, 2013 and have continued since. One of the leading activists of the movement, a blogger by the name of Ahmed Rajib Haider, was hacked to death in the capital, Dhaka, on the tenth day of protests.
After Haider's murder, certain groups and individuals started propagating on the Internet that he had been writing a blog defaming Islam. While IT experts say the "controversial" write-ups in the WordPress blog might not really be his own, Islamists launched a massive attack against the bloggers who demand justice be brought to war criminals, labeling them "atheists" and "blasphemers."
"The Shahbag protest, in fact, is against Jamaat-e-Islami Bangladesh, the root of all evil," confirms Asif Mohiuddin, who is also one of the organizers of the movement. He continues, "If we achieve victory in this battle, we will be one step closer to a secular Bangladesh."

'Islamists can't sabotage elections' in Pakistan

As Pakistan gears up for parliamentary elections, Zohra Yusuf of the Human Rights Commission of Pakistan talks to DW about the threats posed by Taliban militants, and evaluates President Zardari's PPP's time in power.
DW: It is the first time in the history of Pakistan that an elected government has completed its term. How do you analyze the evolution of democracy and democratic institutions in Pakistan?
Zohra Yusuf: If you see it in terms of the completion of five years by a civilian government, it is a tremendous development. It is historical and a sign of maturity in Pakistani politics. But the government did not deliver much. There were issues of governance, and the Pakistan People's Party's (PPP) government failed on many fronts. Now the Pakistani people have high hopes from forthcoming parliamentary elections. They want things to change in the country. But at the same time there are fears as well, primarily because of the security situation in the country. As we have seen in the past year, there have been many terrorist attacks and high profile leaders have been assassinated. Ordinary people have been targeted on sectarian and ethnic grounds. So while one looks forward to elections, the security situation continues to pose a challenge.
Would you also give credit to the Pakistani judiciary and military for ensuring that democracy is not derailed in the country?
Both the army and the judiciary posed immense challenges to the former PPP government, so I would not give them much credit. They interfered in governance to a great extent. The military, however, has realized that direct intervention will not be acceptable domestically and internationally. Judicial activism was at its peak but the Supreme Court categorically said it would not support any military coup. So, yes, things are evolving in Pakistan.

But there are groups like the Taliban which do not want democracy to flourish in Pakistan. They also don't want elections to be held. Do you think the Islamists are powerful enough to sabotage forthcoming elections?
I don't think they will be able to sabotage elections to an extent that they won't be held at all. But threats from the terrorists will certainly effect the voter turn out, and it is possible that they will try to create panic by targeting some political leaders. But I think it is quite late to derail elections now.
Pro-democracy forces in Pakistan argue that the continuation of civilian democracy will weaken extremism in Pakistan but we see that Islamist movement in Pakistan has become stronger over the past five years.
You are right. I fear that even when the new government comes into power, it will not come down hard on these extremist groups. Now the political parties are talking about negotiating with the Taliban. Even the Awami National Party (ANP) in northwestern Khyber Pakhtunkhwa province - which has been the biggest victim of the Taliban attacks - is considering this option.
Are you and your organization in favor of negotiating with the Taliban?
Absolutely not. I don't see what we can negotiate with them about. They are interested in seizing power. They want Shariah law in the country. They have said clearly time and again they don't believe in the constitution of Pakistan nor in democracy. So I don't understand what the basis would be of these talks with the Taliban.
Former military dictator and president of Pakistan Pervez Musharraf has returned to Pakistan from Dubai after five years of self-imposed exile. Do you see a role for him in politics? Shouldn't he be tried in various cases against him that are pending in Pakistani courts?
The cases against him are related to the killings of Baloch nationalist leader Akbar Bugti and former Prime Minister Benazir Bhutto as well as keeping the judges of the apex court under house arrest. He should definitely be tried. I also think his presence in Pakistan won't make much of a difference in politics. He is quite marginalized. His political party - All Pakistan Muslim League - does not have much of a presence in the country. But he should be allowed to contest elections.
With regard to human rights, we know that Islamists regularly target sectarian minorities in the country, but of late we have seen that even common Pakistanis have staged attacks on minorities. The Lahore incident where a mob burnt down Christian-owned houses is an example. What does this say about today's society?

It is true that Pakistani society has become very religiously intolerant over the years. But the problem is with the laws. As we always say, when you have bad laws, they will be misused. Such is the case with the blasphemy law. The Islamization of Pakistan is an ongoing process, which involves the state as well as the media. It is very easy to stir up people's sentiments and mobilize crowds as happened in the Lahore incident last month. The people who attacked Christians in Lahore probably did not know much about the alleged blasphemy case. They were just told that somebody had insulted the prophet or desecrated the Koran and it was enough to make them violent.
How would you rate the former PPP government's record with respect to human rights?
I should talk about the positives as well. In the past five years, there was practically a moratorium on death penalties. There was one hanging in 2008 after the PPP came into power. Last November, a person who had attacked a soldier was hanged. Otherwise, there were no executions. There has been considerable legislation which supported the rights of women. The government passed laws to setup the National Commission of Human Rights. But little has been done to implement these laws. What also needs to be appreciated is the level of tolerance the government showed towards opposition, towards dissenting voices, criticism against it, as well as the media. But governance was really bad. Human rights violations continued. Non-state actors are violating human rights more than the state.

Goreng sampai berwarna cokelat keemasan di kedua sisi, tiriskan di atas kertas penyerap dan sajikan panas dengan nasi.

2 cangkir susu
    
4 sendok teh saus cokelat (opsional)
